New Singer Discover utility available

# Easy field selection with Singer Discover
Singer Discover is a new utility built by Singer community member and analytics nerd Chris Goddard to let users edit Singer-spec schemas in the command line. It takes a Singer-spec JSON catalog file as input and lets you select which streams and fields to include, then updates the catalog file. Fields with “automatic” inclusion are included … automatically.

We also refactored our Jira tap to implement some best practices. It now provides the ability to do token-based authentication and OAuth 2 authentication.
